The "sunspot number" is not the simple count. Spots occur in groups and these are important too. To express that the 'sunspot number' is calculated like this SSN = 10 times number of groups + number of spots. So, if you have 3 spots grouped together, the SSN would by 10 * 1 + 3 = 13. If the three spots were in three distinct well separated places that would be three groups and SSN =10 * 3 + 3 = 33.
